Off-Highway Vehicle Registration (OHV)

Arizona defines an off-road recreational motor vehicle as a motor vehicle designed primarily for recreational, non-highway, all-terrain travel. An exception being a motor vehicle used for construction, building, trade, mining, or agricultural purposes, is not considered an off-road recreational vehicle.

An off-road recreational motor vehicle may be a (an):

  • Two, three, or four-wheeled vehicle (ATC, ATV, UTV, ROV*)
  • All-Terrain vehicles (ATV, UTV, ROV*)
  • Dirt Bike (MC)
  • Dune Buggy (DBUG)
  • Sand Rail (ATV)
  • Imported Mini-Truck (ATV)

*ROV (Recreational Off-Highway Vehicle) this vehicle is commonly referred to as a side-by-side or UTV (Utility Type Vehicle). This vehicle is designed to travel on four or more non-highway tires, with a steering wheel and non-straddle seating, equipped with seat belts. Some models are designed with seats for a driver and one or more passengers.

  • Registration may be requested by the customer if the vehicle is 49cc or above, and equipped for highway use.
  • If registration is requested, the customer must complete the “Highway Use Certificate” form to certify that the vehicle meets all applicable safety and equipment requirements for on-highway use.
